THE CLUB
The Owasco Yacht Club , Inc. was incorporated in 1926 as a nonprofit
membership corporation. The Club can own property, collect and
disburse money, and conduct any other business pertinent to its
operation as provided for in the Constitution and Rules.
The administration of the Club is conducted by the Board of Directors
and the five officers of the Club, i.e. Commodore, Commodore-Elect,
Treasurer, Secretary, and the Immediate Past Commodore.
The Board of Directors has the power to transact business and
make or change rules except for the following items which require
the approval of the majority of the membership.
- Buy or sell real estate for the Club
- Increase the Club's indebitness
- Change the annual due
The Club is a limited membership organization. New members can
be accepted only as vacancies are created by the resignation of
members. The Board of Directors has the sole authority to accept
new members, and fix quotas for membership.
The Club owns approximately 15 acres of lake property with 650
feet of lake frontage. The maintenance of this property and the
administration of the Club activities is the direct responsibility
of the Board of Directors. To accomplish this job, the Club expects
the help and cooperation of all the members.
STANDING COMMITTEES
Sailing
- Supervises sailboat races and keeps records of results.
- Is responsible for Committee Boat and race equipment.
Waterfront
- Responsible for shore and mooring location, boat parking
facilities, boat docks and club boat and equipment.
Swimming
- Responsible for swim dock and lines, raft, lifeguard boat,
and supervision of lifeguards.
Social
- Plans special functions for both children and adults, such
as dances, family night suppers, swimming meets, Teen-nites,
etc.
Kitchen
- Oversees the operation of the kitchen, dining room, and club house.
- Responsible for kitchen equipment, all Club furniture except
lawn chairs and picnic tables.
- Responsible for interior decoration of club house.
Grounds
- Oversees the maintenance of all outdoor equipment.
- Responsible for the condition of lawns, parking areas, and
roads, including mole and hoist.
Buildings
- Oversees the maintenance of all club owned buildings.
Windward
- Publishes the Club newsletter The Windward.
Special Projects
- Standing committee formed by the Commodore to perform special
tasks.
Rules and Regulations
The Club is officially closed Mondays.
GUEST PRIVLEDGES
- A Guest Book is located on the table opposite the the kitchen service window.
All guests are required to register in the book upon arrival at the Club. House
Guests of members as described below are required to register only upon their
initial visit to the Club.
- Members may only bring local guests to the Club twice a month.
However, the same local guests, regardless of the host, are limited
to two visits during the summer season. Local guests include all relatives
as well as friends within a 50 mile radius of the Club.
- Out of town house guests of members enjoy full membership
privledges during their stay in town.
- Junior members, attached or unattached, have no guest privledges
except as may be authorized by the Board of Directors for special
occasions.
- Sailing crews may be extended guest privledges by their skippers
on race days only. This rule also applies to junior skippers.
- Members with boats will be allowed to take people on their
boats any time as long as the do not use any of the Club facilities
with the exception of the bathrooms.
- Guests on Ladies Day as well as special designated events
are not counted as a guest visit.
- All club members are expected to adhere to the guest priviledge
policy.
- Under special circumstances the Board of Directors may make
exceptions to the rules as state above.
MINOR CHILDREN
Children under 12 cannot be left at the Club without adult supervision
by parent or qualified adult.
WATERFRONT
- The north dock is a boat dock and is reserved for the use
of boat owners. Boats should not be left moored at this dock.
- Swimming is not allowed from the mole or boat dock.
- Power boats must reduce speed to 5 MPH maximum when coming
through mooring area or approaching docks or lifts.
- Boats are not allowed in the marked off swimming area and
must never pass between swimming dock and swimming rafts.
- Boats are not allowed at the swimming dock.
- Fishing is not allowed from the swimming dock at any time.
- Swimmers must not climb on, or dive from, boats at anchor
other than their own.
- Keep off boats and boats lifts if not your property.
- Do not obstruct passageway to dock or stairs by sunbathing
on these approaches.
- Rough-housing on sun decks,docks, or rafts is forbidden.
- Children must not throw stones.
- Pop bottles and glass of any kind are forbidden in the swimming
area, on sun decks, docks, or rafts except for the boat dock,
and then only when being taken to and from boats.
- Mooring at launch dock is allowed only on the side opposite
the launch ramp.
- Boats may not be secured to the boat dock during imminent storm
conditions.
- For reasons of safety and the environment, personal watercraft,
i.e. jet skis, may not be launched , operated, moored, or stored
within the Owasco Yacht Club boundaries, including the anchorage
area at any time
SWIMMING
A lifeguard is on duty the following hours:
June
July - Mon, Tues 1:00 - 9:00; Wed - Sun 11:00 - 9:00
August - Mon. Tues 1:00 - 7:00: Wed - Sun 11:00 - 8:00
- Stay in the swimming area which is marked by floats and always
swim with a partner.
- A swimming area for non-swimmers and children under the observance
of parents is marked by the first set of floats from the shore.
- Running on the dock is prohibited.
- All Club members are expected to heed the instructions of the
lifeguards.
- Sunbathing is not allowed on the swim dock.
USE OF CLUB BOATS
- Lifeguard boat - for the exclusive use of the lifeguard. Must be
kept free for emergency use at all times. In the case of a shortage of
oars, the lifeguard boat oars must be kept as a complete set.
- Club rowboats - for the prefered use of sailors and for use by
other boat owners whose boats are moored. Must not be left at moorings.
- Children are not allowed to use rowboats without adult supervision.
- Committee Boat - for the use of the Race Committee and authorized
list of members as designated by the Sailing Committee Chairman.
Club Owned Sailboats
- Age restrictions:
No-one under the age of 12 shall be allowed to take a boat without
parental "on the water" supervision.
Ages 13-15 requires direct visual parental supervision.
Ages 16 and over shall not take boats further than Martin's point from
shore, and not beyond Martin's Point northward and no further south than
the southmost mooring area yellow buoy without adult supervision. Demonstrated
ability and/or a Jr. Sailing Certificate are considered to extend this
limit on a per use basis (due to varying weather conditions) with
parental permission so stated on the release form.
- It's recommended that anyone under the age of 18 should have passed
the swimmers' raft test.
- OYC members muct sign a Use Form prior to taking the boat out and again upon
the return of the boat.
- In the event of threatening conditions the Lifeguards will fly a flag
from the deck flagpole (or swimming dock) and sound repeated blasts from an air horn.
All club boats must immediately return to shore.
- Appropriate life jackets (PFD) must be worn at all times while using
OYC boats.
- All boats shall be returned 1 hour prior to sunset unless participating
in an OYS scheduled event.
- Any lost or damaged equipment is the responsiblity of the member
using the boat.
- Failure to follow these procedures will cause a member's boat use
privilege to be revolked.
- Usage shall follow the following priority:
   1st-OYC Junior Activities
   2nd-OYC Activities
   3rd-Reserved usage
   4th-Open usage
PETS
No pets are allowed on the club grounds.
CLUB HOUSE
- The Club house may not be used as a play area during dinner hour.
- Members with picnics are not to use the area reserved for restaurant
patrons.
- Members with picnics should only use the Club House
during periods of inclement weather.
PRIVATE PARTY GUDELINES
- The sponsoring member must be present.
- All private parties will be at the discretion of the Board of Directors.
- A user fee of $50 and a deposit of $50 shall be submitted to the OYC along with
the party application. The deposit is refundable after inspection of the
Club Facility.
- All trash form the event must be removed from the premises (grounds, restrooms
and Clubhouse) to the trash receptical at the north end of the grounds.
- Clubhouse, restrooms and grounds are to be respected as private
property and must be left in the condition that they were found
(floors swept, furniture replaced, etc.).
- No swimming.
HOIST SUBLETTING
Club members utilizing shore or mooring space for boat storage must
follow the following procedure:
- If members are not going to use their assigned shore or mooring
space during a given season they must notify the Waterfront Director.
- A member may leave their hoist or mooring space vacant for only one
year without giving up those rights to that hoist or mooring space or-
- A member may sublet his hoist or mooring space for that year with the
approval of the Waterfront Director who will consult with the Board of
Directors. (subletting of the space does not constitue use of the
space by the member.) Subleasing must be done from the waiting list
which is maintained by the Waterfront Director.
- Terms of purchasing of subletting hoists, mooring equipment, etc.
will be negotiated between the buyer and seller.
- Positioning of mooring buoys and the type of ground tackle used
must be approved by the Waterfront Director.
- The shore and mooring space waiting list will be publiched
annually in the Windward.
The Steward's Quarters and the Kitchen are off limits to members!
Personal items littering the club grounds will be placed in a lost and
found box which will be place inside the north entrance to the Clubhouse.
